You will lead the development of assignment planning and succession planning processes which will help reduce unwanted turnover and allow the reallocation of some HR resources currently dedicated to recruiting to other strategic development areas.

You will develop a network of Talent Management resources across affiliates and regions, working closely with affiliate Talent Management leaders, the OI D&I leader and the other HR Global Shared Services leaders, notably the Head of Learning and Organization Development, and building the capacity of both line managers and HR Business Partners for them to consider and implement talent management as a business critical task.

The successful applicant will have

  • Expertise and experience in developing and implementing global talent management strategies within complex multinational organizations including “Top Talent” and senior leaders.
  • Expertise in recruitment, development, talent and performance process. Track record of planning and leading the development of long term business critical talent pipelines
  • Knowledge and understanding of talent management practices and processes to ensure linkage of development programs with succession planning processes.
  • Strong leadership skills and ability to influence global teams in establishing mid-long term goals, objectives and priorities that deliver Oxfam’s vision.

  • Familiarity with operational and security practices for high threat environments.
  • Experience in liaising with communities, civilians, police and/or military government authorities as well as with regional institutions preferred.

  • Proven experience of delivering field based trainings.

  • Proven practical experience of security management in a complex, conflict, humanitarian context.

The role

Focusing on Oxfam’s programme you’ll help to strengthen Oxfam’s programme policy issues, you’ll look at the delivery, analysis, and advocacy of Oxfam’s programme work. BACKGROUND:

Oxfam have led on the Department for International Development WASH Payments by Results (PbR) Programme and managed the SWIFT consortium in Kenya and DRC since 2014. SWIFT stands for sustainable water in fragile contexts and is a consortium composed of Oxfam, Tearfund, Overseas Development Institute (ODI), with support from Water & Sanitation for the Urban Poor (WSUP) and 13 local and international NGOs. The four year programme concluded the output phase in March 2016 during which water and sanitation facilities have been constructed in rural and semi-urban locations and good hygiene practices ihave been promoted.

From April 2016 the programme continues for two more years with a strong focus on sustainability referred to as the outcome phase. The activities in this outcome phase will aim at promoting, supporting and monitoring the sustainability of WASH outcomes which were included in the original programme design.

Also, more recently SWIFT were approached by the Department for International Development to put a proposal together to extend the existing programme to new geographical areas. A proposal was put together for DRC. If SWIFT is successful in getting this new proposal, the Global Programme Manager will be responsible for coordinating the existing SWIFT programme and the new programme in DRC.

JOB PURPOSE:

To ensure that the SWIFT consortium delivers on its objectives by coordinating the collaboration of diverse agencies for a common goal, by managing a high-performing programme team and ensuring accountability to the donor and stakeholders.

KEY RESPONSIBILITIES:

To monitor progress and ensure timely support for the outcome phase of the programme:

  • Ensure implementation plans include appropriate strategies to increase the quality and sustainability of WASH service delivery;
  • Preparation of technical and financial reports about progress of Outcome indicators and activities
  • In collaboration with the country teams and technical advisors in country and at global level, revise implementation plans to address potential challenges/issues

To ensure, in collaboration with the Learning and Communication Officer, good coordination and cross-learning between the different field locations:

  • Arrange for periodic workshops and exchange visits of personnel between the implementation sites and ensure that reports and evaluations are shared.
  • Coordinate with donors and international organizations to enhance the profile of WASH best practices and ensure that learning is disseminated to partners and countries not directly involved in the programme.

To maintain an overview of finances and ensure that budgets are realistic and spending against outputs/ results is on track:

  • Oversee the monitoring and management of the programme budget.
  • Assemble quarterly spending plans, and quarterly statements of Oxfam expenditure.

To lead and manage the global programme coordination team, consultants and contractors to ensure efficient and timely project implementation:

  • Manage a geographically dispersed team of professionals
  • Recruit and induct staff as and when required.
  • Conduct regular performance management and development of line managed staff

In the event of an extension of the current programme:

  • Monitor progress and take such action as necessary in discussion with the country programme managers to ensure timely and high quality delivery of outputs.
  • Ensure the management of risk at all levels to ensure outputs and sustainability of the programme is achieved.

We are looking for...

ESSENTIAL:

  • Postgraduate degree or equivalent in international development or an appropriate technical area (e.g. engineering, public health, management, social sciences etc.)
  • Extensive senior programme management and strategic planning experience in international development context (preferably in fragile states), preferably including WASH programme management.
  • Proven track record working on large, complex multi-country and/or multi-agency development or humanitarian projects
  • Direct oversight and management of large-scale budgets, donor contracts
  • Multi-stakeholder coordination and/or management
  • Remote management and ability to work independently and with a geographically dispersed team
  • Demonstrated knowledge of best practices in Value for Money programming
  • Excellent coordination skills such as ability to liaise with various agencies/ individuals, organize events, prioritize work and ensure a smooth flow of information, regular reports.
  • Excellent communication, interpersonal, and networking skills.
  • Excellent conceptual and analytical skills.
  • Diplomacy and good interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Understanding of gender and diversity, and proven commitment to incorporating these concepts in programme implementation.
  • Familiarity with outcome targeted MEAL techniques/approaches.
  • Fluency in oral and written English.
  • Willingness to travel for approx. 25% of time

Le Mali est confronté à une crise multidimensionnelle (politique, sécuritaire et humanitaire) et est apparu comme l’un des pays les plus fragiles du Sahel. Le conflit armé dans les régions du nord a impacté négativement les conditions de vie des communautés en réduisant leur pouvoir économique et accès aux services sociaux de base. Nous recherchons une personne qui une large compréhension de la situation actuelle au Mali et du profil recherche ci-dessous.

Rôle

Le coordinateur EFSL sera responsable de concevoir, planifier et conduire l’évaluation des besoins EFSL (Emergency Food Security and Livelihoods) dans le cadre d’une évaluation d’un programme multisectoriel de coordonner l’ensemble des projets de sécurité alimentaire humanitaire d’Oxfam au Mali. Il devra analyser et interpréter les données et informations sur la Sécurité Alimentaire et les Moyens d’Existence à partir de divers sources. Le coordinateur EFSL fournira aux managers, aux décideurs et aux coordonnateurs du plaidoyer des conseils techniques professionnels sur le contexte et les programmes de sécurité alimentaires et moyens de subsistance. Il devra appuyer le processus du Cadre Harmonisé (CH) au niveau national sous le Lead du Système d’Alerte Précoce (SAP) et s’assurer de la planification, de la programmation, de la mise en œuvre et du suivi annuel du Plan National de Réponse (PNR) sous le Lead du Commissariat a la Sécurité Alimentaire (CSA)

Il mettra en œuvre des programmes dans au moins quatre des cinq sous-domaines thématiques principaux d’Oxfam en EFSL au Mali, (filets sociaux et autres PTM ; appui agricole ; appui à l’élevage ; relance économique ; aide alimentaire). Capacité d’établir les liens entre les interventions et les marchés. Enfin, le coordinateur EFSL représentera Oxfam dans les groupes de coordination sur la Sécurité Alimentaire à travers le pays en garantissant le maintien du leadership d’Oxfam dans les différents fora de discussions sur les problématiques pertinentes.

Le profil que nous recherchons

Le profil exige un diplôme universitaire en agriculture, sciences vétérinaires ou une qualification équivalente à travers des expériences en sécurité alimentaire et moyens d’existence en situation d’urgence (y compris à travers des interventions basées sur le cash et l’appui aux marchés). Une expérience significative et une maitrise du contexte du Sahel est obligatoire pour occuper ce poste. Vous devrez également posséder expérience pratique avérée dans au moins 2 des domaines suivants : évaluations de la sécurité alimentaire et enquêtes nutritionnelles, interventions dans les domaines de l’agriculture et de l’élevage, interventions basées sur le cash, organisation de distributions générales de vivres. Une grande capacité de présenter des rapports concis, parfois dans un délai court, en reflétant les problèmes et les solutions possibles pour des situations particulières, sera nécessaire.

Le candidat doit démontrer expérience pratique de formations d’équipe sur le terrain et de solides compétences analytiques, en matière de réflexion conceptuelle et de planification stratégique, pour identifier et résoudre les problèmes et suggérer des améliorations visant à de bons standards de qualité. Pour finir, il vous faudra être doté de bonnes aptitudes interpersonnelles, posséder une grande capacité de travail en équipe, être empathique et parler couramment anglais et français.

TEAM PURPOSE:

JOB PURPOSE:

KEY RESPONSIBILITIES:

Lead Oxfam’s Lake Chad Basin policy development

  • Provide humanitarian policy leadership for Oxfam’s Lake Chad Basin response
  • Develop analysis and policy with close attention to the local, national, regional and international context bringing coherence and an overall framework to Oxfam’s policy direction in Niger, Chad and Nigeria
  • Contribute and drive forward Oxfam’s advocacy strategy in response to contextual shifts

Lead Oxfam’s advocacy strategy in country and in key capitals

The WASH Cluster Coordinator will be focused upon providing both direct and indirect support to WASH coordination platforms. They may also be deployed to support target countries or operations worldwide, and are expected to improve WASH coordination and capacity building activities. The WASH Cluster Coordinator will support and coordinate the Field Support Team (FST), and will link with other actors at the global level, while ensuring that the FST has the tools, capacity and resources required to sustain high levels of performance. In doing so, the WASH Cluster Coordinator will contribute to issues of gender, age, diversity, advocacy, environmental sustainability and accountability to affected populations. At the same time, they will ensure dissemination of information, learning and capacity building.

Key Responsibilities:

Coordination:

  • Providing technical support to ongoing emergencies.
  • Assess the capacity of pre-existing WASH coordination structures, advising upon the appropriate approach for support.
  • Contribute to the review, refinement and promotion of procedures, tools and approaches adopted by WASH partners and contribute to their application within the FST membership.

Technical Support and Mentoring to Country Cluster coordinator:

  • Support and advise sector coordinators to meet work related and personal objectives.

We are looking for...

Purpose of Role

Primary responsibilities

General

· Oversee the portfolio of partners and donors in Switzerland and Liechtenstein that fall within the remit of the Trusts & Foundations team

· Manage a portfolio of partners and donors to secure and grow income as per business plan targets for Switzerland, supported by and working with colleagues in Oxford as appropriate

· Support the Head of New Business to develop and build the business development strategy, to increase income from Foundations and individuals of high net worth based in Switzerland and Liechtenstein.

Proposal and Grant Writing

With the support of your colleagues in Oxfam House:

· Lead and coordinate the process to generate proposals (writing, submitting, and stewarding them as required), working with information in varied formats/sources and which relate to the work of more than one unit, department and Division. Ensure grant reporting deadlines are met.

· Develop, write and present proposals to match funder interests.

· Oversee the case for support and project work presented to international donors and prospects in order to assure an appropriate matching of donor’s expectations and deliverable monitoring and reporting formats.

· Record contact with potential partners/partners to Oxfam requirements and Data Protection Act standards with a high level of accuracy.

Relationship building and Engagement

The project “Integrated Protection in Area C: Enhancing the Resilience of Communities to Violations of International Humanitarian and Human Rights Law” in the Occupied Palestinian Territory, West Bank, Area C (South Hebron, North Jordan Valley and E1) is financed by la Direction générale de la Coopération au Développement (DGD) and implemented in close collaboration with Bimkom, Yesh Din and Land Research Center (LRC).

Context of the position

As part of the planned communication activities of the above-mentioned project, Oxfam will produce a web-documentary showing the impact of the Israeli policies on the lives of Bedouins living in Area C by telling the stories of people facing settler violence, forcible displacement, violations by Israeli authorities and who live under demolition orders with little to no access to basic services (health, education, electricity, water, sanitation).

The web documentary will feature the daily struggle of the Bedouins in Area C to resist relocation, show what life is like while living under looming demolition orders and provide a compelling product for the general public to understand the policy complexities of the separation policy through a combination of first person accounts (short films, audio interviews, photo essays) and factual information.

The web documentary will be linked to a social media campaign to stop demolitions in the West Bank and its launch will coincide with the 50th anniversary of the Israeli occupation in 2017.

Description of the position

Under the direct supervision of the Oxfam Communication Advisor and in close collaboration with Oxfam Media and Communications Lead, field staff in OPTI and project partners (Yesh Din, Bimkom, Land Research Center (LRC), Palestinian Livestock Development Center (PLDC), the Journalist/Researcher will perform the following tasks:

1- Research by reading reports, establishing contact and interviewing staff and partners and travelling in communities to identify eight individual stories of compelling characters who accept to be filmed, photographed or to be audio interviewed. Record audio pre-interviews if possible (recording equipment and transport supplied by Oxfam).

Characters should be Bedouins living in communities targeted by the DGD project in Area C (E1, South Hebron, North Jordan Valley) and representing a diversity of gender and age groups, with a special focus on youth and women. The stories should represent the vast array of difficult conditions and obstacles facing the Bedouins living in Area C – Settler violence, violations by Israeli authorities, forcible displacement, living under demolition orders, having little to no access to basic services (health, education, electricity, water, sanitation) and the complexity of the issues Oxfam campaigns on in simple and compelling way.

2- Write a research report which include summaries of the stories, character’s profile, contact details.

3- Plan and book the filming days.

4- Accompany the filmmaker during the filming days, providing guidance, assistance and translation as needed.

The Role

The Regional HR and Capacity Development Manager will provide human resource and organisational development leadership and management services to the Pacific region. You will take a proactive and solution-based approach for resolving issues and ensuring that staff are effectively resourced, managed and developed to deliver the organisational strategy.
You will provide HR leadership, advice, counsel and solutions in analysing people issues and challenges across the region. You will coordinate all the HR plans and develop a common HR framework for the region. Additionally, provide support to managers in the development and coaching of staff to optimise their potential in pursuit of Oxfam’s objectives.

Selection Criteria

The successful candidate will have the following:

  • Degree in Human Resources or related field with substantial knowledge and experience of general human resource management
  • Substantial knowledge and experience of capacity and organisational development, especially capacity building and skills transfer, change management, learning and development and knowledge management.
  • Extensive experience in Human Resources Management, Organisation Development and leading and developing teams
  • Excellent interpersonal skills, able to work as part of a dispersed, multi-disciplined, multi-cultural team

The Role

Supporting the Country Funding Coordinator, The External Relations Officer (ERO) will ensure that Oxfam has appropriate professional relationships with key ministries and government staff, leading on liaison, compliance and problem solving. Coordonnateur MEAL dans le cadre de la réponse post-Matthew dans le sud d’Haïti

1-Contexte

Haïti, plus particulièrement, les régions du Sud et de la Grand’Anse d’Haïti ont été frappées, le 4 octobre dernier par Matthew. Il s’agit d’un ouragan de catégorie 4 sur l’échelle de Saffir-Simpson qui en compte 5, selon la coordination des affaires humanitaires des Nations unies (OCHA). Avec des vents allant jusqu’à 280 km/h et une hausse du niveau de la mer de plus de 3 mètres, Matthew est l’ouragan le plus violent affectant Haïti depuis le passage d’Hazel en 1954.

Si l’ampleur des dégâts reste encore à déterminer, en raison d’une manque de coordination des structures de la protection civile, les rapports des médias font état de plus d’un millier de morts, le rapport d’évaluation rapide effectuée par la FAO en coordination avec le PAM, la CNSA et des autres partenaires, notamment Oxfam, indique plus de 2,1 millions de personnes sont affectées par l’ouragan Matthew dont plus de 1,4 million de personnes ont besoin d’assistance dont 806,000 ont besoin une assistance d’urgence.

Oxfam se mobilise, dès le jour du passage de l’ouragan Matthew, pour répondre aux besoins des personnes touchées. Plusieurs actions sont déjà menées sur le terrain, notamment la distribution de kit d’hygiène et l’amélioration de l’accès à l’eau sur le terrain.

Consciente de l’importance de tenir compte des normes humanitaires dans le cadre de cette réponse, Oxfam entend renforcer son équipe MEAL en vue de garantir la qualité et la redevabilité dans le cadre de cette réponse.

Pour y arriver, Oxfam entend recruter un/e expert/e en suivi et évaluation en vue de renforcer son équipe de réponse.

2-Responsabilités clés

Élaboration et mise en œuvre du cadre MEAL (suivi, évaluation, apprentissage, redevabilité) de la réponse d’urgence

-Assurer le développement et la mise en œuvre d’un cadre MEAL efficace et coordonné pour la réponse post-Matthew

-De concert avec l’équipe programmatique (Sector Managers et animateurs de zone), développer er renforcer le cadre MEAL dans la réponse d’urgence et s’assurer que ce cadre inclut les principes MEAL et les standards minimum d’Oxfam ;

-Revoir régulièrement le cadre MEAL de la réponse au fur et à mesure de l’évolution de la réponse, et notamment au début de la phase de relèvement;

-Guider l’équipe programmatique dans l’élaboration et la mise en œuvre de méthodologies et outils de suivi et évaluation, incluant la définition et le suivi des indicateurs, la mise en place de PDM et les mécanismes de reporting ;

-Apporter un soutien pour la mise en application de la méthodologie de comptage des bénéficiaires et assurer la mise en place d’une base de données des bénéficiaires (à partir des modèles existants d’Oxfam qui seront adaptés);

-Revoir les propositions de projets, la formulation de cadres logiques, et les budgets des activités MEAL et contribuer au rapportage bailleur;

-Travailler en étroite collaboration avec la conseillère en genre pour veiller à la bonne intégration des aspects genre dans tous les processus, méthodologies et outils et s’assurer que les données recueillies sont désagrégées par sexe (participation et prise en compte des besoins);

-Intégrer l’utilisation des nouvelles technologies dans la collecte et l’analyse des données, et former les équipes sur leur utilisation;

-Coordonner au niveau terrain, en lien avec l’équipe global humanitaire d’Oxfam, les exercices d’évaluation interne, comme par exemple l’évaluation en temps-réel de la réponse et l’évaluation HIT (Humanitarian Indicator Tool).

Redevabilité

-Renforcer le mécanisme de redevabilité envers les populations affectées en vue d’un meilleur respect des normes humanitaires;

-Développer des guidelines et apporter un support technique à l’équipe programmatique pour élaborer, mettre en œuvre et suivre la stratégie et les mécanismes de redevabilité (faisant partie intégrante de la stratégie MEAL) en conformité avec les standards minimum d’Oxfam en matière de redevabilité

-Réviser les rapports de redevabilité et s’assurer de la qualité du mécanisme de plainte et de feedback, et proposer au besoin des recommandations pour l’améliorer

-Mettre en place, avec le coordinateur de programme, un mécanisme de redevabilité pour les partenaires de mise en œuvre;

Apprentissage

-Appuyer l’équipe programmatique dans l’analyse des informations issues des activités de suivi et évaluation et de redevabilité pour évaluer la qualité de l’intervention et améliorer au besoin la mise en œuvre, à travers par exemple la facilitation régulière de réunion de qualité de programme.

-Appuyer l’équipe programmatique dans l’élaboration et la facilitation d’atelier d’apprentissage et de capitalisation et des exercices de révision de programme.

Renforcement des capacités du personnel impliqué dans la réponse d’urgence

-Renforcer la capacité en suivi et évaluation du personnel programmatique impliqué dans la réponse, y compris les partenaires d’Oxfam de mise en œuvre;

-Former les équipes sur les standards minimums MEAL, et la Norme Humanitaire Fondamentale;

-Assurer la supervision et le renforcement de capacités de l’officier MEAL basé dans le Sud.

3-Profil recherché

Essentiel

-Master dans l’une ou les disciplines suivantes (Sciences Sociales, Statistiques, Coopération et développement international) d'une université reconnue.

-Connaissances techniques et forte expérience dans le suivi, l'évaluation, la redevabilité et l'apprentissage, y compris des approches participatives

-Expérience de travail dans un contexte humanitaire.

-Bonne connaissances des aspects de protection et genre dans un contexte humanitaire.

-Expérience confirmée en renforcement de capacités dans l’élaboration et la suivi d’outils de suivi et d’évaluation aussi bien du personnel d’une équipe MEAL que d’une équipe programmatique et de partenaires locaux, en fonction des besoins et des normes minimales d'Oxfam en matière de réponses humanitaires.

-Habilité à se coordonner avec des équipes à distance, pour le renforcement et le suivi des activités MEAL à mettre en œuvre par Oxfam sur le terrain tout en assurant la prise en compte de l’aspect reddition des comptes auprès des bénéficiaires et/ou partenaires.

-Connaissance démontrée des systèmes informatisés; avec des compétences en analyse statistique dans les logiciels connexes (par exemple Mobenzi/ SPSS / SPHINX / MS ACCESS / EPI INF/ Excel)

Currently we are looking to find a PHE Team Leader for Nigeria. We may also need French Speaking PHETL for Haiti.

Hours: Full time 36 hours.

Our Oxfam registers are set up to assist regions to respond to resourcing requests for Humanitarian Professionals within 3 working days, by creating and maintaining an appropriate pool of suitable candidates.

Each register member has been interviewed and reference checked by their respective Technical team and has agreed that should a suitable short-term deployment arise, they will work for OGB on a fixed term basis at short notice.

This is an opportunity to be involved in immediate deployment in the first phase of an emergency stage, to assess the situation and subsequently implement public health engineering solutions appropriate to the context to provide life saving water and sanitation measures in accordance with international standards to alleviate the plight of the people affected by the emergency. Support may continue thereafter until the situation is stabilised and/or to strengthen capacities, systems and resources on the ground to be more prepared for either scaling up or future shocks.

We are looking for a candidate with

Fluent written English and ability to write quality documents in English.

Other languages are desirable for some requests as some requests may require Fluency in French or other languages.

  • Willingness to travel at short notice, and often in difficult, stressful, circumstances.
  • Diplomacy, tact and excellent communication and networking skills in order to work with people at managerial and, on occasions, senior government levels.
  • Understanding of the UN response and coordination mechanisms
  • A suitable qualification in a discipline related to Public Health Engineering. Experience could substitute for a formal qualification, but not vice versa.
  • Proven practical experience in developing countries and humanitarian responses in appropriate water supplies, sanitation and hygiene promotion. It is desirable that most of this should have been in large scale emergency relief programmes. The post holder should have a good understanding of the WASH needs of poor rural and urban communities and of appropriate ways of tackling them. The post holder must be aware of and sensitive to the particular needs of women in this context.
  • A specialization in institutional arrangements of WASH/public services
