The Role

As the Strategic HR Manager you will lead in supporting long-term organisational goals and outcomes through ensuring an effective human resource framework. You will focus on longer-term resourcing issues within the context of Oxfam’s evolving nature of work, and lead the organisations thinking on rewards and benefits, performance management, strategy and culture, workplace relations and learning and development.

What Skills Are We Looking For

You will be an experienced HR professional with a demonstrable record of providing HR leadership in a development or corporate setting. The ideal candidate will be proactive, a problem solver and keen to try out new things. Excellent communication skills, including fluency in English and Tagalog is essential.

You will be able to demonstrate the following competencies:

Essential

· Degree in psychology, human resources, business administration or related field

· Minimum of 7 years experience in human resources, with at least 3 years in a management role, preferably within an NGO

· Demonstrable experience of operating in an HR advisory capacity

· A thorough knowledge of the theory and practice of HR Management including: employee relations, change management, staff handbooks, resourcing, rewards, performance management, and learning and development

· Demonstrated experience of strategic leadership and capacity building across HR functions

· Mature understanding of transformation derived from direct experience in a development and/or humanitarian context

· Previous experience developing/managing budgets

· High level of influencing skills with proven ability to establish credibility at all levels

· Demonstrated track record of improving efficiency and effectiveness in areas of responsibility

· Sound understanding of and commitment to gender mainstreaming

· Excellent communications skills with fluency in written and spoken English and Filipino

Desirable

· Masters degree in psychology, human resources or relevant discipline

The Role

As the Media and Digital Influencing Advisor you will provide leadership for the country programme’s media strategy, working collaboratively to ensure that this work supports both campaigns and influencing outcomes delivered in partnership, as well as Oxfam led advocacy and campaigns work. You will lead the development and implementation of the country programme’s digital influencing strategy, ensuring alignment with Oxfam’s digital Worldwide Influencing Network (WIN) project.

This is an exciting role for an experienced media and campaigns professional to join a global organisation with an exceptional reputation as a leader in influencing.

What Skills Are We Looking For

You will have proven experience in media and communications combined with a sound track record in digital influencing. You will be committed to transferring your knowledge to the organisations with whom Oxfam partners in order to optimise their impact. Oxfam is looking to fill the position of Humanitarian Logistics specialist (Humanitarian Support Personnel - HSP LOG) to join the Global Humanitarian Team (GHT). The GHT supports countries and regions in their response to crises and supports them in emergency preparedness to become more resilient to future shocks and stresses.
LOGISTICS TEAM
The logistics team supports regional and country offices and our partners and will ensure the operational implementation of Oxfam programs and strategy. It will be efficient, through the timely availability of assets and a transparent supply chain, with close monitoring of the consumption and use of those assets; It will also ensure the clear definition of individual responsibilities and appropriate processes and ways of working, transversally.
JOB PURPOSE– Focus on Response implementation
• Provide managerial and coordination resources in emergencies and resilience work.
• Provide skills and experience to help staff and partners develop their logistics capacity.
• Provide resources for the development of the use of new technologies in Logistics.
• Provide expertise across all areas of logistics.
It is essential that all HSP Logisticians are able to respond effectively to humanitarian emergencies including large rapid onset cat 1’s. All HSP Logisticians will have to have the soft and management skills to work through others to run a supply chain. This includes coaching, mentoring, training and performance management competencies. This set of soft skills and people management skills will be the most important part of the HSP Logistics profile.

What will be your functions?

  • Carry out Logistics assessments and identify actions to provide efficient and rapid humanitarian response.

  • Manage implementation and closure phases of emergency response related to logistics operations in the country. Including management of Supply Chain, Procurement, Warehousing, Stocks, Assets, transport & fleet, Import & Customs procedures, distribution related logistics works, and record management for the response.

  • Lead the delivery and ensure the quality of Oxfam's humanitarian Logistics design, management, implementation, strategy

  • Lead the logistics components of project planning and preparation of donor proposals, budgets and reports in collaboration with the appropriate management including donor procedures & Policies.

  • Participate in development, review, implementation and monitoring of Oxfam’s security measures in-country.

  • Represent Oxfam to other NGOs, agencies and government authorities.

  • Ensure permanent visibility of Logistics activity through concise reporting to line and matrix managers.

What are we looking for?

We are looking for a highly-experienced individual with extensive knowledge and hands-on management experience in Logistics, Supply, Procurement, Transport, Vehicle management who can deploy at short notice to areas affected by crisis and support the rapid scale up of humanitarian programs to meet lifesaving needs of affected people. You will have proven leadership skills in motivating multi-cultural and multi-functional teams, leadership qualities and people-oriented management expertise to provide direction and effective support to multi-disciplinary and multi-cultural teams.

QUALIFICATION AND EXPERIENCE:
ESSENTIAL
• Extensive practical Supply & Logistics management experience including front line emergencies.

• Fluent in English and at least one of the 2 following languages: French/Spanish.

OUR TEAM

The Donor Compliance Officer forms part of the Contracts and Compliance Team, within the Programme Funding and Partnerships Department of Oxfam GB.

The Programme Funding and Partnerships Department is responsible for generating approximately £200 million of Oxfam GB’s income from a broad range of institutional donor agencies – including bilateral donor governments, multilateral agencies, and international foundations. The department consists of approximately 35 staff based in Oxford and an extended team of more than 20 fundraising professionals located around the world.

The Contracts and Compliance Team takes overall responsibility for ensuring that Oxfam GB has the systems, processes and training in place to support staff in meeting institutional donor compliance requirements. This is a critical role in the department because of the importance and centrality of donor contract management in maintaining Oxfam GB’s cash flow, managing risk arising from non-compliance, and maintaining good external donor relationships. The team collaborates closely with other functions across the department, and organisation, in order to support effective resource mobilisation and donor contract management. The team works across the global programme funding functions to ensure improved standardisation and quality in donor contract management and compliance.

WHAT WE ARE LOOKING FOR

Oxfam GB seeks to recruit a part-time Donor Compliance Officer to provide effective contract management and compliance support for restricted funds within the organisation, in particular around income tracking and ensuring quality information inputting and management of systems. This role will work closely alongside another Donor Compliance Officer (who also works part-time).

1.Background, rationale and purpose of the evaluation

These are the Terms of Reference for the final evaluation of the Haki Mkononi (HM) programme coordinated by Oxfam Pan Africa Programme. HM is a three year programme ending on 31st March 2017. It is principally funded by the Swedish International Development Cooperation (SIDA) to the total amount of GBP 1,740,546 and Oxfam’s contribution of GBP 174,055.

Oxfam and partners are implementing a project entitled “A regional empowerment programme on women rights”. The overall goal of HM is to ensure African women realize their rights as guaranteed in the African Women’s Protocol.

Managed by the Oxfam Pan Africa Programme, the project seeks to accelerate the realization of women’s rights by developing the capacity of Women Rights Organizations, legal mechanisms, national and regional structures using the Protocol to address women issues and ensure compliance towards its implementation.

Central to this overall goal are key outcomes as follows;

  1. 43 women’s rights organizations have improved capacity to use the African Women’s Protocol to address women’s rights violations through regional mechanisms

  2. Regional institutions (the African Union and its organs, RECs) call on state parties to adhere to obligations under the African Women’s Protocol

  3. The Protocol and other regional declarations on women’s rights are increasingly applied by national governments and national justice mechanisms

The project focus countries are Nigeria, Liberia, Uganda, Tanzania, Rwanda and South Africa with interventions at the continental level informed by country level work and experiences. Implementations and linkages of focus countries to the regional platforms are mainly ensured by the Equality Now, the secretariat to over 46 Women Rights Organizations championing compliance to African Women’s Protocol and improving women rights in the continent.

Sustainable changes in policies, practices and beliefs will often need longer to translate into measurable effects and even more so at national and regional levels. Therefore, the main aim of the evaluation will be to systematically analyse the actual outcomes of the programme and its underlying working mechanisms and processes against the proposed outcomes and Theory of Change rather than the impact level. Where available, impact level data from existing sources (including related secondary source findings) should inform the evaluation.

2.Specific object and objectives of the evaluation

The purpose of this final evaluation is two-fold:

i. Building institutional knowledge: The evaluation will inform the development of current and future gender justice (and other multi-country) programmes and projects. To maximize learning for all those involved, the methodology for the final evaluation will ensure the active involvement from Oxfam staff, partners and women.

ii. Accountability: The evaluation will ensure Oxfam’s practice of accountability to the different stakeholders in this project including but not limited to Oxfam in-country teams, CSOs, Sida, national and regional administrative and policy making teams etc.

The specific objectives of the evaluation are:

a. Stimulate reflection and learning among country offices, partners and women’s rights organisations, including learning from failures and challenges.

b. Review and validate the achievements reached under each outcome as presented in the HM annual reports (and underlying documents like bi-annual monitoring reports).

c. Validation of the Theory of Change of this project and its underlying assumptions. This means describing the process of how the changes in policies, practices and beliefs have been achieved, and analysing this against the Theory of Change of the project, including the underlying assumptions.

d. Developing concrete recommendations for future programme and project development on gender justice and for multi-country programmes in general.

3.Key questions of the evaluation

The below evaluation questions are in line with the reporting requirements of Sida (account and analysis of outcomes, analysis of factors that affected implementation and sustainability).

A. What are the principal outcomes/contributions of the HM programme as a whole? (Impact)

B. Did the approach suit the priorities and needs of the diverse groups of women and girls and their communities? Was it inclusive enough for harder-to-reach women and girls? (Relevance)

C. Based on the available evidence, did the achieved outcomes lead to long-term improvements and are the exit strategies adequate? What is the likelihood that the benefits of the programme are sustained upon its completion? (Sustainability)

D. Was the chosen approach and its practical implementation carried out in an economical and efficient way? (Efficiency)

E. Was there an advantage of conceiving this intervention as a multi-country programme? How did the regional layer contribute to its success? (Effectiveness)

NBNote that evaluation questions will be further fine-tuned throughout the process to ensure they respond to the specific information needs of our key stakeholders and purpose of evaluation.

In answering the above questions, the evaluators will also consider whether and how the use of new technologies (online platforms, radio, TV, mobile, social media) contributed to the outreach and mobilisation of women and girls.

4.Scope of the evaluation and approach and methods, establishing the basic methodological requirements (if applicable)

The evaluation will be undertaken in Nigeria, Tanzania, Liberia, Rwanda, Uganda and South Africa targeting the communities and power holders.

It is anticipated that a mix of qualitative and quantitative data collection methodologies will be used to gather data for the evaluation. Additional primary data for triangulation and verification will be collected during the country visits.

The consultant is expected to establish a representative sample for the exercise using a scientific method in the 6 countries. He/she is expected to develop effective evaluation tools for evaluation but with modification to respond to the evaluation questions.

Scope

The evaluation will encompass the whole HM programme from 1st August 2014 up to 31st March 2017. The evaluation will include a validation of the results of the programme as presented in the annual reports of 2015, 2016 and 2017.

The following basic principles are expected to guide the further development of the methodology:

i.Participation: Allow for the meaningful participation of project stakeholders (i.e. Oxfam staff, partners and women etc.) in the evaluation process.

ii.Data triangulation: The evaluators will gather information through different complimentary sources (outcome harvesting, process monitoring, but also direct observations of HM activities, key informant interviews, small survey data collected with help from partners/ WRO’s).

The detailed methodology proposed by the consultants should at least contain the following components:

(i) Train participants (WRO’s, partners, staff) in function of what is needed to actively take part in the evaluation

(ii) Fine-tuning of evaluation questions to the national context, together with participants

(iii) Identification and documentation of the achieved outcomes by participants

(iv) The methodology should include verification mechanisms to increase reliability of the documented outcomes (peer checks, solicitation of additional information from key source)

(v) Summary and interpretation of achieved outcomes with participants

(vi) Presentation and discussion of preliminary findings

(vii) At the end of the in-country visits, the consultant will present the preliminary findings from the document review, participatory workshops and any other data collection methods to the Oxfam country staff and selected partners.

5.Evaluation team: qualifications and skills needed, plan for organizing the evaluation team

We are looking for a team of two/ (or more) experienced evaluators who are able to work in parallel during the in-country visits. One principal consultant will take the overall lead and responsibility.

The team should be gender-balanced and should possess the following qualifications:

a) Demonstrated experience in conducting multi-country evaluations (Desirable)

b) Experience with facilitating participatory processes related to Monitoring & Evaluation, especially Theory of Change and Outcome mapping/ harvesting or similar

c) Experience with programmes in least one, and preferably several of the following domains: Policy change, Gender Based Violence, Conflict Resolution

d) Excellent communication, writing and presentation skills in English

e) Demonstrated understanding of issues related to gender equality, specifically with regards to women´s rights (Desirable)

f) Knowledge of the work of Oxfam or other international NGO´s (Desirable)

6.Schedule, budget, logistics and deliverables. Include outline of the evaluation report (see below)

The evaluation process is expected to complete as at 24th March 2017, beginning on 20th February 2017. Consultants should provide detailed work plan towards the implementation of this initiative.

Oxfam Country Leads will assign a responsible point person to arrange accommodation, transport and translation services. They will receive support from the Evaluation Manager. The country offices will also assist with the practical organisation of workshops and scheduling of interviews

7.Evaluation responsibilities and management arrangements

The PAP Gender Justice Lead and Programme Quality Lead will be the Evaluation Managers. The Programme Quality Lead will be the first point of contact for the evaluation team and ensure the team has access to documents, people and other information needed to answer the evaluation questions.

The evaluation manager will be part of a broader Reference Group ensuring the quality of the evaluation and adherence to Oxfam’s and back donor’s procedures and requirements. The Reference Group will take role in the selection of the team of consultants, give input to the methodology during the inception meeting and approve later changes to evaluation work plans and budget.

The Oxfam Country Leads will provide support during country visits, including for the logistical aspect. They can introduce the evaluators to partners and other relevant stakeholders.

8.Dissemination strategy, plan and responsibilities for sharing and using the findings

Before the end of the country visits, the evaluators will share and discuss the preliminary evaluation results and initial recommendations with national staff, women’s rights organizations and partners.

In close collaboration with the Pan Africa Communication Officer/ Global Programmes and Communications Advisor, a specific action plan will be developed to ensure the dissemination of the evaluation results to WRO’s and other colleagues. The plan will also indicate how the findings will inform the development of new gender justice and other programmes, organisational learning and advocacy.

The Executive Summary and final evaluation report will be in English according to a mutually agreed outline. A copy of the final evaluation report will be published on Oxfam’s website and will be made available to programme stakeholders, including, but not limited to, Sida. This is consistent with Oxfam’s commitment to transparency and accountability.

Purpose of the function:

To continue to embed that learning and to generate and apply new knowledge, we are recruiting a Knowledge & Learning Officer. Ultimately, accessing, applying and generating knowledge and learning will support teams to improve their programme designs and scale up their work on inequality and advancement people’s rights through tax and budget work.

Description of the Unit: The Knowledge Hub on Governance & Citizenship (KHG&C) is one of 5 Knowledge Hubs in Oxfam working across affiliates and countries on strategic themes. A Knowledge Hub is a space for learning and exchange on certain strategic themes. Knowledge Hubs operate as a network and bring together colleagues across Oxfam working or interested in a given theme. KHs have 2 – 4 core staff whose role it is to mobilize and animate the network, broker connections and provide links, insights and spot opportunities for further learning, knowledge generation and exchange. Knowledge Hub core staff also use their thematic knowledge and expertise to curate learning resources, analysis and tools from outside and inside Oxfam and make these available to the network. The F.A.I.R. Even It Up Knowledge & Learning Officer is part of the KHG&C.

Main Goal of the Job: To deliver a coordinated and coherent approach to learning and knowledge exchange for the learning network associated with the F.A.I.R. – Even It UP Programme. The Knowledge & Learning Officer will develop and organize learning events, learning products and knowledge exchange in collaboration with others, with specific emphasis on being country driven and involving partners.

Working closely with the core KH team, the Knowledge & Learning Officer will implement the F.A.I.R. – Even It Up Knowledge & Learning Strategy. This is a strategy which guides learning for the programme. Activities which form part of the strategy will be developed based on: analysis of needs, gaps and in consultation with country teams to ensure its responsive.

Responsibilities

  1. Sharing & Learning From our Practice (main focus)

  2. Nurture peer-to-peer learning network among programme and campaign staff in country teams and partner organisations.

  3. Develop and implement an online and offline knowledge sharing and collaboration action plan with country teams and partners in the programme.

  4. Lead and co-create spaces for learning exchange and knowledge reflection, such as regional or global learning events, peer to peer exchanges, webinars etc

  5. Conduct regular and ad-hoc information and story gathering to share across Oxfam and externally to share with network, through COMPASS, on Policy & Practice etc.

  6. Generation of evidence, knowledge and learning using programme MEL systems & research

  7. Establish links with in-programme research & MEL teams to support the generation of new knowledge and test programme theory of change and assumptions.

  8. Ensure linkages / feedback loops between evidence and knowledge the programme MEL systems are generating and the lessons emerging from the practical peer to peer exchange.

  9. Collaboratively shape a process to articulate and review key F.A.I.R.-Even It UP Programme learning questions

  10. Collaboratively produce and contribute to the production and dissemination of information, learning and communications products for specific internal and external audiences (minimum 1 external facing communications piece per year, e.g. Annual Impact Map).

Advocacy and Media Training and EU Power Analysis Workshop

1.Background

Oxfam is a member of Oxfam International (OI) – an international confederation of 17 organizations working together in 90 countries with partners and allies around the world to find lasting solutions to poverty and injustice. On a global level, OI strives to help communities suffering as a result of natural disasters, climate change, conflict, injustice and poverty. OI helps those communities who are most in need, whatever their race, creed, religion, ethnicity or nationality. Oxfam has been working in OPTI since 1982 and supports humanitarian, development, campaigning and advocacy programmes both in the West Bank and Gaza including East Jerusalem.

Oxfam works with local civil society partners in order to amplify their voices and increase their influencing capacity, in alignment to Oxfam’s Country strategy (OCS) and influencing strategy in the Occupied Palestinian Territories and Israeli (OPTI). Palestinian and Israeli Civil Society partners play a crucial role in influencing international stakeholders to increasingly hold Israel accountable for respect of international humanitarian law (IHL) and human rights (HR). Capacity-building for our partners is aimed at increasing their influence, both in the nature of the advocacy work they do and in building internal organizational strength in advocacy capacity. Media and advocacy training for staff actively and/or for those who would potentially be engaging in advocacy work of their organizations will help advance both these capacity building aspects.

Considered as a crucial international stakeholder, Oxfam also seeks to build a program that will give our partners an orientation for with the EU and its institutions, including power analysis, and give practical tools to building an advocacy strategy with this crucial target.

Oxfam will hold a 3-day workshop for strategic partners and for ally organizations. The first two days will focus on advocacy and media training and the third day will focus on the EU. .

This workshop will address these sensitivities and promote brainstorming to deal with challenges that Israeli CSOs face in the area of international advocacy particularly within the context of the Israeli occupation and the sensitivities stemming from their perceived mandate and borders for influence.

2.Overall Objectives of the assignment

· The purpose of this workshop is to strengthen internal capacity within the Israeli CSOs to promote their advocacy goals and strategically include them throughout their programmatic work, and also promote cooperation on joint advocacy issues between organizations and between Oxfam and its partners and allies.

3.Scope of work and Deliverables of the assignment:

The assignment will be conducted in full coordination with Oxfam and will target Israeli Civil Society Organizations – partners and Allies of Oxfam in OPTI. The organizations will be invited based on needs identified and discussed with Oxfam.

The Specific Objectives are:

· Provide practical tools, practice and confidence for conducting advocacy work with international actors;

· Strengthen advocacy strategy within the organization and for the need to train additional staff members for advocacy tasks, raise awareness to the benefits of such processes and initiate process of developing advocacy strategy plans within local CSOs;

· Promote an open discussion of the challenges and need for international advocacy and its role within the wider framework of the CSOs programs and projects;

· Identify needs of CSOs in capacity building in order to fully develop and implement international advocacy strategies within their organization;

· Develop risk analysis for the activities of CSOs within a context of shrinking civil society space;

· Develop MEAL tools for setting targets and indicators and measuring outcomes of advocacy work;

· Provide practical knowledge and tools about the EU and its institutions in order to enable better access for local CSOs when approaching the EU, including understanding of the power analysis and strategic goal setting;

  • Questions to be addressed in

  • What advocacy tools can be useful in the context of the OPTI?

  • Lessons on best practices from advocacy efforts in the context of other conflicts and how they can be applicable to the OPT context.

  • Drafting of advocacy messaging: what is your process? How do you test it? Do you take gender into consideration?

  • Identifying opportunities for advocacy in the OPTI: a dynamic brainstorming/analysis based on the experience of CSOs on how to best bring the voices from the OPTI to decisions-makers abroad.

  • What risks for the routine activities of the CSOs might arise from promoting international advocacy efforts? How can these risks be mitigated?

  • Internal capacity: Who should be doing advocacy within your organization? What untapped potential is there? Do you think enough about gender when selecting advocates?

The key tasks of the assignment are:

Task1: Develop training materials, documents and methodology

Task 2: Carry out and facilitate a 3-day training workshop

Task 3: Prepare a workshop summary report highlighting key observations, recommendations and next steps.

  1. The Duration and Schedule of the assignment:

The timeframe of this assignment is schedule for a maximum of 7 days commencing on March 15th2017 and completed no later than March 30th 2017. It is the responsibility of the consultant to ensure that the number of days earmarked for this consultancy is adhered to. All materials produced in the course of the consultancy are the property of Oxfam. The consultant will not share any internal documents provided by Oxfam with the outside world without the explicit written permission of Oxfam.

During the assignment, the consultant will deliver on the outputs described in the table below. Documents will be submitted in English in electronic format: Microsoft word format/PDF.

The following is a suggested timeline (availability and revised timeline should be submitted by the consultant in the expression of interest). Timelines may be subject for review during contract signature with Oxfam.

  • The workshop should be interactive, and draw from the experiences of the participating organizations in order to contextualize the advocacy, media strategies and EU expertise provided by Oxfam’s consultants, it should provide brainstorming and food for thought alongside the introduction of practical, easily implemented initial tools. In addition it shall include a seminar session requiring the participants to put together a plan for an advocacy strategy or write a specific project that integrates components of advocacy, so that the participants will have a document they can put into action in their organization. Finally The workshop will include a hands-on practice session demonstrating how to perform a power analysis and will prepare a targeting plan within the EU, relying on organizational knowledge, cooperation with other Civil Society actors, and the expertise within the EU provided by the consultant.

5.Payment:

A payment plan will be developed upon consultation and agreement with the selected consultant prior to signing the service contract. Payment installments will be issued upon receipt of deliverables as agreed between Oxfam and the selected consultant and following submission of official documents as prescribed below:

The maximum budgeted amount for the full consultancy assignment is 4,200 EUR.
The contract will be awarded to the administratively and technically compliant bid that is the most economically advantageous, taking into account the quality of the services offered and the price of the offer. Oxfam reserves the right to negotiate, accept or reject any or all proposals and quotations at its sole discretion and to pursue or act further on any responses it considers advantageous.

The consultant’s travel costs including flight ticket, airport pickups and drop-offs, internal travel, and hotel accommodation will be covered by Oxfam. The consultant will be reimbursed for meals and project related incidentals only given the prior approval of Oxfam.

7.Consultancy Service Requirements:

This consultancy is open to both local and international consultants who will fulfil the following requirements:

• Academic degree in social sciences, development studies , journalism or media;

• Extensive knowledge in influencing in the context of CSOs.

• Extensive knowledge and skills in workshop and training facilitation;

• Experience in participatory M&E methods;

• Excellent interpersonal, communication and analytical verbal and writing skills in English;

• Strong knowledge and understanding of context in the Occupied Palestinian Territory and Israel
